Mobile Food Units

A mobile food unit (MFU) is any vehicle that is self-propelled, or can be pulled or pushed down a sidewalk, street, highway, or waterway. It must be self-contained with its own potable (drinkable) water supply and wastewater tank, unless it handles only pre-packaged foods. MFUs are designed to be readily movable and must return to its commissary daily. Food may be prepared or processed on this vehicle, and the vehicle is used to sell and dispense food to consumers. Mobile food units must be secured and protected from contamination when not in operation.

Plan Review

All MFU’s are required to complete the plan review process prior to operating. For requirements for the plan review process, see Plan Review.

Commissary Requirements

A commissary or a base of operation is needed for all MFU’s. The commissary must be a licensed commercial kitchen or approved facility in the county in which the MFU’s intents to be permitted. All MFUs must submit a signed Commissary Permission Voucher with the plan review application package.

Mobile Food Units Operating at Temporary Events

Community events and celebrations like fairs, carnivals, festivals, concerts, sporting events or any other public gathering that operates temporarily for a specific period are called temporary events. MFU’s can operate at temporary events. If the unit can return to its commissary daily, then the MFU may be allowed to operate using their valid permit. However, if the MFU will not or is not able to return to their commissary daily during the operation of a temporary event, the owner/operator will be required to apply for a Temporary Food Service permit for operation at that event.

Out of County Authorization

While Jefferson County will recognize the issuance of permits from other counties for operation within Jefferson County, an MFU’s owner/operator will still need authorization to operate in Jefferson County prior to operating. It is the responsibility of the owner/operator to comply with local municipalities’ regulations and ordinance for operation.
